I am pretty sure it doesnt have anything to do with where the spotting round lands. It has to do with the FO's LOS to the target spot the instant the spotting round lands.

Don't have the manual to check on that, but you're probably right.
The CM game treats such issues in a very general way. A simple percentage is usually applied, irregardless of whether the spotter sees the spotting round land or not.. :-)

I think in CM, the spotting round falls in the centre of the impending barrage - usually at the end of a turn replay. If it's woefully off then you've got a chance to cancel the fire order & start from scratch.

Where the spotting round falls bears no resemblance to where the barrage will fall.....which makes intuitive sense when you think about it, because surely the spotting round is fired so that fire can be adjusted from it.

The only thing that matters in CM is that the first spotting round is actaully fired. Thats at 1 min for med/heavy arty and at 30 sec for lighter stuff. If that is fired, your mission will be on target.

Ignore the second spotting round fired at 30 sec by med/hev arty, it's just a meaningless bit of game fluff.

Once your barrage is off target, I don't believe adjustments make a predicatable difference, but they do offer the chance to deviate randomly back to approx the right spot. Personally I cancel, wait and re-target.
