Well I am surprised to hear that, but I imagine the developers certainly thought about rail supply and had a good reason not to factor it into VST. IMHO it would put a significant handicap on Soviet units defending in forward positions that are connected to the rail network. Explicit supply seems much more interesting because it forces you to make choices about how to use your limited rail capacity (troop movement or supply).
