They are sort of a lame early warning force. Willow, that your intent, i.e. not outright surrender but not meant to bring a battle on on their own? Now, if its some trucks toting guns or infantry with light armour as escort, then I'd say they should be allowed to engage. However, you'd have discretion to rule that such a small force would be wiped out without generating a battle couldn't you?
