Usually, there is always some frustration, for example on FGM, that people can't make a tournament or campaign. But on the other hand, golden opportunities like this to get into multiplayer just remain neglected. It is quite strange, but it is certainly a pattern I have noticed over my 6+ years playing MP in CMx2. Players (not all, of course) like to whine .. a lot. But don't actually want to make a commitment if the chance arises. What I would suggest to do now is to set a deadline for yourself to get this started and to proceed with your original 8 players. At least then some people get to play the game. Alternatively, you could change the format to something like this: https://en.wikipedia.org/wiki/Swiss-system_tournament This way, all twelve players could play the full 4 rounds / battles. Just an idea, if you want to stick with elimination, it's fine too.
