Well there is a structure to the H2H system and you cannot short cut it, if you have made changes to a scenario then unless the original version was very good and had already scored 8+ (in which case you could approve the scenario after the update) the modified version would have to be tested again to check it was up to scratch.

Some designers even retest a modified scenario that already has the 8+ pass score just to be sure it is OK.

I believe it is almost impossible to have a 100% balanced scenario as there is always a major variable which is the playing ability's of the players, what we are trying to achieve is that if you have two opponents of equal ability both will have a chance of victory at the start of the scenario rather than have to play a mirror game as the balance is weighted too far to one side and no matter how well you play you cannot achieve a result.

There is no doubt in my mind that the Blitz H2H scenarios are some of the best available and really fun to play.
