Matrix does a very good job covering Strategic in Forge of Freedom with tactical mixed in. It also has an excellent tactical battle engine, but that is only for play against the AI. One could I suppose, create tactical scenarios that represented the major battles of the war however, and then combine the best of both tactical and strategic into one with FoF.
