You only need it if you are creating new units that did not exist before or seriously editing unit values. I would not recommend doing either as it will mess up others unless they are in a mod. I am part of a German modding community called www.designmodproject.de In the last years we made a lot of mods for: - Hearts of Iron 2 + 3 - War in the Pacific - Admirals Edition - War in the East - F1 2010 And now we plan to make a mod for the Campaign Series We have already created some new unitgraphics (I can send you a screen if you want) And now we have to edit the unit values, but we don´t have the tool. The mod will play in the era of world war 1. So if you have the tool it would be nice if you can send it to me. Thank you! I was working in team focused in a WWI mod for CS in the past..I'm not remember the designer in chief, I think he is british...but the work was halted by the JTCS developement.
