They don't have that capability in this game. You may wreck RR hexes but as the French you usually have those E units digging trenches or building escape bridges. It is a good idea to have them wreck a RR hex if they aren't doing anything but there is so much to keep track of as the French it isn't always possible, for me anyway, to remember to do it.
