I don't know what I'm doing wrong and could use some help.

Here is the situation.
It is 1942-01-22, Blizzard weather.

I want to bomb the 4=20 unit next to Kharkov.
The two highlighted air units are 18th 19th LW.
Here are their stats

As you can see both have planes available yet when I use the Shift Bomb Unit all that shows are Ju 88A's from 40 hexes away near Moscow that are attached to AGC. No He-111 and no fighters.
The ground units are attached to 1 PA/AGS,
The IV Fleigerkorps is attached to Luftflotte 4/AGS.
So why won't these planes fly ???

number 1 its no sense to make a air attack in a blizzard, and maybe because of the blizzard
