Game treats binoculars as a weapon that has no lethal effect. It basically works this way: you are suspecting that a hex is inhabited by enemies but you cant see them at the moment. You have to select the binocular and fire that hex. If any units is there it will be spotted.
Human wave: first of all scenario designer must allow human wave during design stage. If he allowed two human waves then you will have two chances to inititate a human wave attack. Humanwave is the same with Banzai Charge. You can find the info on Banzai charges in user manual. There is a seperate page on it.

I believe that if the scenario allows a Human Wave attack, it will tell you this fact when the game begins, usually giving you the number of HW attacks at your disposal. If you aren't given that information, the scenario won't allow it.
