Hi! Just to be sure, you have a new folder with a copy of the AoTR game? You deleted all the old scenario and oob files? So you select any scenario and it does this, or just a certain one? Also, this is the JTS version of AoTR, not the old HPS version, yes? I haven't had anyone else have this error, so will try to help you through this, I am sure it is something simply overlooked!
