How does the computer opponent deploy partisans?

Hello folks. I'm wondering about something again as my Sealion campaign progresses: are partisans spawned at a given location and turn, or are they all hiding in place from the beginning of the campaign? I am playing as the Germans versus the English computer opponent that is using the partisans.

I have experience using Spetsnaz in the Modern series where I have a pool of such units that I can deploy at a place and time of my choosing. Does the computer have this capacity?
