Do most Panzer Campaign games have the 3D counter view?

Most of them but the early ones have that view? I am looking for an Eastern Front one (I Have only France 40) but didnt want to go back TOO far in the series of the game (nothing earlier than say 2005)

One of the best aspects of the PzC series is that as far as features are concerned there are no old titles, all are patched to the same level. ;)

As foul said, even Smolensk '41(first game in the series) doesn't feel "old" compared to the newer titles like France '40 and Stalingrad '42. All features of the newest games get patched to the older games as well. So on HPS page for a new game you will see "engine improvements" or something like but, that means at some point the new stuff added in that title will reach the older titles as well, just not right away.

Rest assured, all games in the series have 3D view. However, the same cannot be said about the Squad Battles series.(Why HPS only puts 3D view in certain Squad Battles titles I will never understand)
