The key point I think as Ed said is - If you don't like it - make a copy of the OOB and turn off the flag. Then make copies of Scns you want to play withTIS Off and have these read your modified OOB.

Put another way - it is in the game and widely accepted as OK by enough people that it isn't likely something that will be changed or will be adjusted so you can modify your own effects. It is ON or OFF as controlled by your OOB.
