Ed, I wish you bonne chance with this. I looked at something similar last year, mainly concentrating on the truck carrying aspect. I flagged it on the board to mixed reviews, have done and posted a few of the simpler ones, but find it takes time away from design work. I have a score or so on the drawing board that I hope to get out before I fall off the perch.
The issue I had greatest difficulty with was reinforcements........cancelling them, resetting truck numbers then setting them up as before. JP sent me some clues as to how it can be done in the codes but I found it intimidating, given my weak computer skill. That said,you might want to consider transport numbers in view of the new values.
I think there is a lot in Huib's point about fixed units. Certainly, some historical scens require formations or units to be fixed for certain times, but I believe many of the early fixed units were to meet AI play needs.
