RE: Standardized unit values
Actually, in regards to the T-34, those values are likely correct as-is.
I didn't name the unit components, and in the old OOBs these are all very generic "T-34". In reality there were all kinds of variants of T-34s, not just the T-34 and T-34/85 that everyone knows (the basic T-34 should really be called the T-34/76).

T-34/76A M40
T-34/76B M41
T-34/76C M41
T-34/76D M43
T-34/76E M43
T-34/76F M43
T-34/85
...there could have been others.
Most of these variants were only slightly different, but the A, B & C, and D - F are different enough to have different combat values, and these are correctly different between the games. The problem is, as I said, the original OOBs all named them as "T-34" so to the casual observer, it seems the values are wrong, but actually I was using the values of the tank variant that was available at the time of the campaign. Yes, I was that anally retentive when making the _Alt OOB. ;)
T-34/76A M41 should be HA: 11/1, SA: 19/2, Def: 17, Aslt: 11, Spd: 14.
T-34/76B,C M41 should be HA: 13/1, SA: 19/2, Def: 17, Aslt: 11, Spd: 14.
T-34/76D-F M43 should be HA: 14/1, SA: 20/2, Def: 18, Aslt: 13, Spd: 14.
If there is a value other than that those for a "T-34", then it is an error. I would be surprised though if so, because I was extremely thorough (that is an understatement). But then again, I don't know what versions of the files are used, and in some cases (like B44) I updated the OOB many times.
