To be clear, the rule only affects non armour attacking units correct?  Armour would still assault using its Assault rating?

No, the rule has the same effect on hard and soft units when they assault hard units.

Armoured units assaulting tanks or soft targets in bunkers would assault using their hard attack values, which depending on the period might be significantly higher than their assault value.

In an assault there are two combat calculations - one for the attacker and one for the defender. With the Alternative Assault Resolution rule those calculations relating to attacking a Hard target (be that attacker, defender or both) use the Hard Attack value.  So if the assault has an armour unit defending or attacking against a soft unit, the amour combat calculation would use its assault value but the soft unit combat calculation would use its Hard Attack value.

This is probably obvious but I mention it just in case there was any confusion.

That's a good clarification from Green.

Alt assault has what you might call two "extreme" effects in certain situations:

-early/mid war units will have great difficulty with removing units from bunkers (or assaulting vehicles) due to low hard attack values and a hard attack range of 0 (in other words: only used when alt assault is on, otherwise it's never used as the assault value is used instead when assaulting/defending against an assault).

-anything bigger than an armoured car will only suffer minimal losses when assaulting early/mid war infantry that isn't in a bunker or another fortification that gives it hard defence. With alt assault on, you can in many cases even safely assault in T-mode with tanks as losses will still be fairly light. That's very helpful for hard halftrack infantry. You can assault into difficult terrain as well without it being as punishing as it would normally be.
