"Bulge '44": construct a ferry?

Hello.

In [Tiller's] "Bulge '44", how do you construct a ferry?

I have searched the manual extensively; I know all about how to cross a ferry.

To construct, do you simply engage an engineer's 'bridge operations' (when that engineer is next to a river, canal, etc hex) but where there is no damaged bridge there?
