Yes i believe you can, but i'm not sure if it's a feature only for the CD versions. I've never tried it out but will have to now you've reminded me about it.

Yes you can change the rally hex, it is easy to do and very useful.
I am pretty sure it is a feature in both the DL and CD version.
Look on the main screen, lower right under the main set of tabs.
