Need some help with a tournament badge

I've got this picture I want to use as a tournament badge, but need some help manipulating it.

Anyone that has a "paint" program and knows how to use it is solicited to assist me with the badge.

Nothing really difficult, I just don't know how to us the program.

I'm guessing someone with skill could accomplish what I require within an hour.
