RS question

I played RS just a few times and now playing Bougainville I exrerience something I haven't seen before.

1)Why my infantry units (A) can not aim Japanize in 100VP hex? Does it have something to do with "PB" indication? What does it mean?

2)My units have to do several tries to go up on the hill VP40 (B) loosing their APs with each try. Why is this happening? Muddy road (it is a light rain in the scenario)? I've never met it before.

1) PB = Pill Box is an 'armoured' target?

A) The PB is an armored target and only certain Inf units can attack an armored target from more than 1 hex away, such as but not limited to AA MG, AT Rifle etc. Standard Inf units can only attack an armored target when they are directly adjacent to the target hex.
B) It looks like the elevation is very high, maybe it is because of the higher elevation, harder to get up the steep slope.
