Scenario 337 - fix

With the latest patch it seems scenario 337 was broken, it has now been fixed and modified and play tested 3 times. 

Fixes and changes:

1.  one extra mortar section for French to make tubes equal
2.  drop zones for both sides moved much closer saving several turns of movement
3.  drop zones for Czech third drop and APC drop moved to a better position
4.  the first 6 turns will now be scout only giving players an option, attack with your scouts to deprive the enemy of his eyes, or save your scouts for the follow on elements to prevent ambush.
5.  aircraft removed, units now just appear as reinforcements instead of having to watch drop after drop.
