I agree with what you outlined, to be sure. How hard should it be.... I think that should be up to the 'features' that are enabled at the start of the game... more detail... more realistic. Sometimes you want a fast game... sometimes not.
I'd like to see a 'variable scale' game. One that can be played at various levels and changed while the game is in progress. For instance, instead of just a zoom-in / zoom-out function, I'd like to see a game scale zoom ability. Say keyboard inputs are 1 = Squad Leader Level game zoomed-in. 2= SL Level Game 'normal'. 3 = SL Level Game 'zoomed out'.
Then to continue the concept... 4 = Campaign Series Level Game zoomed-in. 5 = CS Level Game 'normal'. 6 = CS Level Game 'zoomed-out'. Next... 7 = Panzer Campaign Series Level Game 'zoomed-in'. 8 =PzC Series Level Game 'normal' and 9 = PzC Series Level Game 'zoomed-out'. Now, being able to change game scales through those three Series Level games would allow you to play out a game as desired.
The game should apply results and unit status from one level to another while in play. So, if I'm conducting an attack in the final turn of a PzC Level Game and don't want it decided by the game at that level, then I should be able to 'zoom-in' to what ever level of the game I would like, in order to resolve the outcome of a battle. The computing power of the existing systems is way beyond what would be necessary to handle such functionality, so system requirements could, or should be, within the average system in use today.
What would frustrate me? Not having 'full editor' functions for OOB, Scenario and Map! Too many games are limited, at times, with not having one or more (or any) editing capability. Just my two-cents worth.
