FAARP spawns behind enemy lines

DF85 The Hammer and Anvil scenario - WP FAARP gets wiped out and then spawns many miles behind enemy lines - across a river no less- with no possible route to receive supplies.

What gives?

Based on it respawning, it must be an HQ type unit. At the time it respawned, I believe there would have had to be a unit from its formation in that location, as that is where HQs respawn. There is no further logic than that in the spawning location.
