Scenario Design and Air Support

I don't know what I am doing wrong, but I cannot get any of my scenarios I have been working to have air support. The air support dialog never has any units to "add" what am I doing wong?

You have to select them in the unit dialog box and just right click anywhere on the map to add them to the scenario. After you do that, they will show up in the air support dialog box.
