There is nothing like that I've seen, but opening up all the folders, and playing with the data, scenario and OOB editors will teach you a lot. Download a mod and install it to see what the modder has changed. All of the images, terrain, units faces, vehicles, are bitmap files that are (relatively) easy to modify, and if you're talented with graphics you can do a lot with SB. I know this doesn't sound like much, but poking around and experimenting will get you places pretty quickly. ;) Good luck!
