Ha ha...good luck getting anyone to bite with that rule!
I know where you are coming from with that though, it is completely unrealistic to rush forward and then cover yourself with smoke at the end of your turn so that the enemy has no chance of direct fire against your troops during their turn.
The answer to this tactic is, dare I say it, z-fire.
Use MGs to hose down the smoke area and there is a good chance you will suppress the enemy enough that they get stuck there and run out of smoke.
Especially good for clearing tank riders as they now get hit very hard if the are fire upon when riding tanks.
I do try to limit z-fire to support weapons only...rather than every infantry unit firing all their weapons each turn.
Watch out for a very high visibility battle. If it is set in the summer months, you will have massive dust trails to deal with.
If you think 'charge and throw smoke' is annoying, wait until you get someone using dust trails as a smoke screen...that really bites!
