I remember reading about this. I recall that it was a new rule that we have not seen implemented in a published game, yet, but that is in one coming down the pike. (Berlin '45 perhaps?... or Operation Olympic?)

Indeed i just updated MG44 which says in the changes file " Added Fanatical nations which have special assault rules when defending." but nothing in the updated rules folder that i can see?

Ah, I was familiar with the fanatic value in Nappy Series (ie. Russians in NRC), but wasn't aware of such a thing coming to PzC. Oh well, I learned something new today. :)
