Starshells et al

Mike's new Korean War game has focused attention on night fighting. It seems to me that the "firing of starshell failed" flag comes up far too often. My own personal experience, with both airdropped flares and starshell fired from 4.5" and 5" guns, is that these work more often than not. It might also be that the starshell range in CS is too limited.

I suspect this is wider than Korea, but across all JTCS.
