Problems After Re-Install

Greetings all. I recently had to return my computer to its factory settings and re-install my programs. When I re-installed CS, I noticed that the screen flashes while scrolling, and that the movement of units is choppy. Any suggestions on how to fix this?

Which Operating System are you using. Windows 7 (64 bit) users have such as I have had some issues, which were remedied via selecting each game executable, opening its Properties with clicking the second mouse button, and disabling Desktop Composition.
