Recon Spotting ?
"Recon Spotting is standard rule and can result in spotting of concealed units."

"Selecting Recon Spotting will attempt to spot enemy units within the Line-of-
Sight of the selected recon units at the cost of 1/3 of the movement allowance
of the units. The probability of spotting the enemy units will depend on the
distance from the recon unit to the enemy unit, the terrain that the enemy unit
is in, the strength of the recon unit, and its quality and fatigue. Note: Recon
units are designated as such in the alternate Unit Box display."

As i understand it i still need to select a unit and press the "Recon Spotting" button or doeas this mean that "Recon Spotting" is automatically applied so no need to press the button ?

You still need to press the button.

"Recon Spotting is a standard rule" refers to it being an always active rule instead of an optional rule, which you can switch on or off in the Rules screen prior to starting a game like in PzC.

The change in PzB from PzC to the spotting rules makes recon units far more valuable to do recon work in PzB. Treating them like secondary infantry is a waste of their capability.
