Leaders add to HQ range when stacked with them the amount of their strength. It is up to you whether to use them that way, or to stack Leaders with your combat units where they add to direct fire value and help in recovering from disruption.
HQs can't supply when on a move, so you need to plan their movement carefully to keep your combat units in supply when moving.
