AI Action dialogue

I found this very helpful looking section of the manual. But I've never seen this dialogue and can't find a button to activate it. I'm messing around with the Command Control option and I would love to find this dialogue. I'm not even sure if it's only for the CC option, or if you can use it, for example, to pause the AI turn when playing normally against the AI? 

Does anyone know anything about it and where I can find it/activate it?

I can't say that I have ever seen that appear however, I never play against the AI, just PBEM.

To see it, you set up as playing Normal. Choose your side and then AI for the other. Most important is make sure On Map Results are unchecked in the Settings dialog.
