Don't know why it's missing, but you're not the first. Just put the file in the main hierarchy of WF, EF and RS and everything should work. Don't try to open the file, it doesn't work that way, you'll just get a popup saying what program do you want to open it with. Make sure all your game patches are up to date, afterwards.
