HPS Sim modern Campaign ?
Using a Russian BMP-2 infantry unit as an example, can someone explain to me what is the difference between the unit not in travel mode and "on foot"?

When unit is "on foot" it can move into marshes for example.
"On foot" mean that this unit leaves his vehicles and move without transport and use only foot movement cost.
All motorized or mechanized units have two types of movement: foot and type of they own vehicles, and this kind of unit can not move into hex that is impassable at least for one of type of movement, even not in travel mode
You can found table of movement in parameter data dialog

A unit labeled "on foot" has ditched their available transportation and can not use it anymore.
Now, with this next point, I am not sure on and someone else should be able to correct me. I think if a unit "on foot" occupies the same hex with it's parent HQ, I think they can get their vehicles back (not sure on this one).
On the other hand a unit not in travel mod is just like a unit labeled "on foot" except the unit still has it's transportation available when needed.

So if I understand you correctly, apart from entering hexes otherwise impassable to vehicles, "on foot" affords no other advantage to an infantry unit. Correct?
I was just curious if "on foot" infantry gain some defensive modifier for being able to disperse in certain terrain

Yes, it is correct, this only affects the movement abilities.
I guess that default ( non travel ) unit state mean that it disperse in whole hex.

Compass Rose is correct, a unit that is "on Foot" that ends its turn with its parent HQ will have its "on foot" status removed and be available to use it's motorized status again.

Also, only units that are "on foot" can cross rivers using engineers.
