That was the earliest that JTS existed as a stand-alone publisher. Prior to that JTS development projects were published only by HPS Simulations. The JTS site doesn't cover that period.
There are dates on Video Game Geek:

I had made almost all of those updates at one point, but after uploading some of my own work (with regards to created images -mostly the maps.), effectively these were then 'owned' by that site due to their end user agreement.
There is an archive page on HPS Simulations' site, but it doesn't go al the way back - and even archive.org's earliest screenshots don't show everything. Some of the earliest dates are best guesses -e.g. Smolensk '41.
