Can't find anything in the manual. Does patrolling have any effect on Partizans?  Thanks, jonny

Yes, in the Patrolling section of the User Manual is says that:

"While Patrolling, the unit will negate the ability of any Partisan unit within Deception range of having any Deception effects."
