Improved (infantry) AT weapons were slowly trickling in at this point, so I can understand the hard attack values not being equal, but why do numerous infantry units use the same SA value as security units?

In the Appendix there is a nice gallery of sample units that appear in the game. I noticed two German unit types that don't feature much in PzC games. Nice to have variety.

I assume in the game they are rated D?

They're rated B, as shown in the images.

Quality is fairly generic in the game with most German units rated B. There's a C quality Panzer Division and some A quality units as well.

The Soviets are rated C/D, with small units that would normally be rated D but which had taken losses but no replacements rated C due to the units being essentially an experienced cadre.

What exactly is the difference between "#43_1112_05_Fastov-Counterattack" and "#43_1112_06_Fastov-Counterattack-VAR1"? Haven't been able to find anything in design notes or in-game descriptions unlike other scenarios.

Yes, it's not clear from the various descriptions. The main difference is that 25th Panzer Division is B morale/quality in the Var version vs C morale/quality in the default version.

Minor point, the divisional colour changes for the 25th Panzer Division between the scenarios is due to the revised (+OPT) name for the B morale version.
