In some newer titles covering winter fighting, such as Moscow '42, terrain that is impassible in non-winter conditions can freeze over to become Clear terrain.

It could be that this is modelled by default in Bulge '44.

In that case the non-winter terrain type is given between brackets during winter scenarios, as in: [ Marsh ] which is Clear terrain in those winter scenarios.

Yes, I am not sure when this change was introduced but as I understand it, it is now standard across all titles. So any original justification for this difference in Bulge, is now gone. And it does not explain why Normandy is different, for example.

Generally speaking there are important differences for the stock scenarios between various titles. Given that most players do not have the time to study different base movement rates between titles, a standard approach for the series makes sense, I think.
