This line in the change log right here, THIS annoyed the hell out of me so THANK YOU:

Fixed Night Movement Fatigue bug causing fatigue to be issued on first turn of Dawn.

Be aware of the Main Help File note on the Night Movement Fatigue Optional rule.
"Units that are subject to this receive the penalty once every two player turns. If a unit has not performed any of these actions on one side's turn, then in the next two player turns performs actions on both turns it will receive this penalty two turns in a row after which it would not be subject to it for the following turn. Thus the once every two player turns limit is still valid."

To summarize a unit can get Night Movement Fatigue two player turns in a row if it rested a turn and recovered Fatigue.
On the 3rd player turn it will not get any Fatigue regardless of any actions although if any of these actions occur it will not recover FA.  The counter is then reset and on the 4th turn any action will result in Fatigue while resting will allow Fatigue to be recovered.

BOTH PLAYER'S UNITS follow this routine.

The new option eliminates the bug of Player 1 getting FA on the last night turn and adds Fatigue for the listed actions during a player turn.  So if you remain adjacent at night and fire or take loss you will get additional Fatigue as well as not being able to recover any Fatigue.

So what you're saying is if a unit moves the 1st, 3rd, 5th, 7th and 9th turns of Night it will accumulate no fatigue?  That seems a truly odd change.

No what I'm trying to explain is the change to the CWB Night Fatigue Option.  You can get Night Fatigue from actions on BOTH PLAYERS TURNS previously you only got night fatigue for MOVING ON YOUR TURN.  It can occur on two player turns (yours and your opponents) in a row but that is the limit.

If your units are not in contact with the enemy and they move they will get Night Fatigue for moving. 
On the other players turn they will not take any Night Fatigue since they will not Fire or be shot at for loss.
On your next turn if they move they will again get Night Movement Fatigue as they did not take any on the other players turn.

If you are in contact with the enemy and fire you get Night Movement Fatigue.
On the other players turn he fires at you and gives casualties, again you get Night Movement Fatigue.
On your second turn you move away, you do not get Night Movement Fatigue neither do you recover fatigue since you moved. (received it for two player turns)
On the other players turn nothing happens to your unit, you do not get Night Movement Fatigue.
On your third turn you move again you get Night Movement Fatigue.

This is for Turn Mode, Phase Mode works a bit differently but the results are the same.
