Reinforcements

I am confused. I am playing the French in the Battle of Mao Khe and am on turn 6. According to the reinforcement schedule I had a 100% chance of receiving reinforcements on every turn but so far none have arrived. Is this normal? If so why?

Here is turn 6 of Mao Khe with the first reinforcements arriving. 

Looks like it is working as intended. Keep in mind, you don't start to receive reinforcements until turn 6. The first number in the schedule is the Reinforcement ID, not the turn number.
