To bad there is no way to have civilians running around.

Well, there's some civilian troops in UN OOB. I used those in my "Rubbles of Bint Jbail" -thing. You can find the battle diary and rules here: http://koti.mbnet.fi/thexder/Steel/steelbashiri.html

As for the Scandinavian troops in Lebanon I think there wont be any Swedish, Norwegian or Danish infantry, only one company of pioneers from Finland. And I can assure you the Finns wont pull the trigger in anger unless the situation is VERY desperate. And I doubt the others will either as the disarmament of Hizbollah is not UNs job.
But of course the overall situation can heat up again and the UN troops could find themselves in the midst of renewed fighting. I hope that wont happen...
