Yes, scout units do get a spotting bonus.
Leg scout get a 25% bonus and vehicle scouts do not pay the movement penalty on their scouting rolls. IIRC the movement penalty is 25% until the fast moving flag is set, then it jumps to 50%.
I think the formulas are in the Manual that came with MBT 2.01
I haven't seen notice anywhere that they have changed.
There is a simple enough test to find out.
