Yes thats correct, the troops cost depends on type, quality,.

It might work in that the points for Toaw could be based on company, Regiment, Army or even a battle group.

If attacking the player gets more points to use. It would take a lot of working out how much things cost etc.

But its just a thought not sure how practical it could be with Toaw.
