Updated Bulge '44 ALT art / scenario pack

Here is a list of this version's specific changes:

v.XI (artwork)
-updated alternate scenarios (see the Bulge44 Alternate Campaign changes document for specifics)
-added ALT support to scenario #16_12s_Wacht_Alt

v.XII (ALT scenarios)

-Corrected an issue with a German SdKfz 10/4 20mm unit defense rating (it was at hard target / 1 when it should have been a soft target / 10).

-Corrected some McNamara database German and German-SS artillery unit ranges. Specifically:

10.5cm leFH 18 (fraction rounded up) 10,675m = 11 hexes instead of 10
15cm sFH 18 (error correction) previously 8 hexes now 13 hexes
Hummel (error correction) previously 8 hexes now 13 hexes

-Standardized AA ratings for anti-aircraft gun units.
