Minsk44 why soft ground en june 44 ?

Volcano Man,
In real life history would not Russian Guards units have been given better equipment vs. regular Russian units? Let's say better or more infantry weapons, more or better anti-tank weapons,etc.? This would give those units better hard and soft attack values (reflected in PzC games), would it not?
