I am a history major graduating in May and should know this, but I dont oops! I would think FDR considering his reforms during the New Deal period, did in fact have a military budget. How limited it was I couldn't tell you, but i would think it would very unusual for Congress to appropraite unlimted funds for weapon production especially if the democrats did not control the majority house and senate at that time(not sure who had the majority at that time. One could assume since FRD was in his 3rd term during this time period that in fact the democrats did control the majority). Then again this was WWII and the country was fairly united, unlike what is occurying these days. Just my two cents.
