There are traditionally three camps of ROE's for CS:

1) no soft units purposely used to block, surround for capture purposes, or scout (soft units do not have any FP rating, like empty trucks, wagons).

2) no ht units / lorry carriers used to purposely scout, draw fire, or overrun armour with no infantry support. Lorries must be used historically and remain within 5 hex range of troops it carries, and can only be used for capture / overruns within that 5 hex range (or whatever is agreed upon. A HT can be used as a combat unit if it is carrying troops.

3) Armor facing rules on or off.


Those are the main ones.
