I'm using CyberBoard for the Operation Compass Campaign. Of course you have to create the maps and all the icons/markers but it's not too much work if you keep it small.

I had some others tell me how they are using TOAW as a sort of substitute for COCAT. Players cannot really move their forces BUT it allows tracking of location and force OOB's to some degree.
