Kursk OOB question for VM

[Kharkov]

I am currently playing a great VM alt scenario ' Not One Step Back ' , the Northern Kursk sector battle.

VM has once again created a very enjoyable and challenging scenario

However two HQ units don't seem to be in the game :
XLVI PzK and XXIII AK.

Is this intentional for historical reasons or an oversight ? The absence of these HQs does create supply problems for their attached Korps troops who are present in the game

And a related question : if Korps HQs are not present in a game but their attached Korps troops are, do these troops ever receive fuel and ammo resupply or are they forever unsupplied ?
